What was the project cost to replace the pond fountain and when was it completed?

The project was completed in May 2016 by Absolute Aquatics and was a check #1475 for $3243.00 was written to pay that invoice.

In November 2016, Absolute Aquatics did a six month cleaning and service which was $200.00.

All the SOPs that we had available to us at the time are posted. If you have a copy of any SOP in addition please share and it will be posted. What is posted includes everything that came off the external hard drive and the notebooks we had available. The new treasurer SOP has been worked out and voted by board , just hasn't been officially typed up nicely and posted yet.

The community sewer problem has been on going issue for several months without some kind of definite action plan for resolution. I request the Board contact Richland County Sewer to request a townhall meeting for Cedar Cove Homeowners and homeowners from Stoney Point to explain and discuss the plan to fix the problem that requires a pumping truck to come out to the community two -three times a week to pump the Letts tank behind the Reeves house. We purchased our home at 800 Willowood a little over a year ago, we will be here most of the winter. We were here last winter but I was recovering from a knee replacement. These messages came in several emails, Lori combined them all to respond all together! 

First off I wish to commend the association for its attempt at being conscientious and  thorough in dealing with a this new phenomenon of home solar panels and how it will impact our community. As this issue progresses, is it the intent to create a guiding document that delineates how the HOA will evaluate each homeowner request in a systematic and equatable way-something that succeeding boards will be able to comfortably use.
It is my understanding that one submission has already been approved and work is set to commence. Can you describe/provide the protocol that was used to approve this request?

There is a subdivision just past Publix on Lake Rd that has homes with solar panels. Perhaps their HOA could be contacted and information gathered on how they approached the issue.

Having read the recent minutes I wish to respond to a comment regarding the change in lawn services several years ago. No one "got rid"of Herring Lawn Service. They had provided services to the community for a number of years. I have no idea how they were selected originally. There was questions at the time as to what needed to be addressed with common property maintenance and the board put together a rubric that defined the needs and contacted 6 or 7 companies and requested a contract bid. The result was that 3Guys offered the most cost effective bid. The documentation of that effort should be available for review.
That being said, it may be time to review the services we require to our common property. I believe that it has changed over the last several years. Perhaps a change is in order as to the provider. Perhaps Herring Lawn Service would be interested in submitting a proposal.

Request the Board/grounds examine the Bradford Pear trees that line the Misty Pine entrance. We recently had a large tree branch fall. The trees look to be dying if not already dead and these types of trees have a limited life span. It would be prudent to have them removed.

Also, as Grounds surveys any dead trees in the community that need to be addressed, there are two small non threatening dead trees in the common area behind our house that should be included for removal.

It did not take long for the port light at the entrance to cease working. I believe that the contacts in the fixture are the issue. It may be time to replace the fixture. Please discuss at your next meeting.

Thank you Bob for all your input!  I LOVE the idea of contacting the neighborhood that already has solar panels.  Sean Reed met with the homeowner, (Rudy D) and the company to discuss glare, aesthetics and more when approving the first home.  Also Sean and the board members have done extensive research on what our possible rights are as an HOA.  

 

Basically we can only limit number and location.  We seem to be focusing on the possibility of Glare effecting drivers so trying to keep panels directly off road side rooftops.  We are still in conversations with these homeowners, Mike Reid and Ed Carpenter.  ANd we are waiting for SunRun to give us new pics. 

 

I see the light is out and WANTED to bring up in last meeting but forgot all about it! I think the ants have really done a job on that site.  I am thinking an electrician needs to be contacted unless you feel that is something you can handle! 

 

As far as the trees up front the  concern right now was only trimming the trees, I think removing would be a community decision and I am willing to address but want to hear what the tree removal company will suggest.  But I will add that to the next meeting!   

 

As far as Landscapers go we are always willing to take an estimate from any company.  Our concern is when we (and by we, I mean Jon) actively tried to get four companies to come give us a quote, none took us up on the offer.  So we are just continuing with 3 Guys until further quotes are brought forward!

2 things - the tree branches that were cut at the  Misty Pine entrance have been lying on the side of the road for weeks and look terrible.  Can something be done about those?  And the light is out on the Cedar Cove sign that is on the right hand side if you are on Willowwood headed out on 3  Dog Road.  Can that be replaced?

Both projects are in the works.  The limbs were cut down by a resident so they could enter the subdivision with a vehicle.  We thought that the county would have picked up but they are not.  SO Blue Sky will remove when they are here doing additional work for us.  OF course anyone is able to volunteer to remove it but that has not happened yet. And my family no longer has a vehicle to remove this type of debris so we can't do it!  

 

The light has been repaired but is out yet again, it is now time to contact an electrician.  This should be set up and approved by July meeting!

Hopefully this is already taken care of!  We contracted with our landscaping company to remove the EXTRA debris from work day.  We originally told him ONE trailer load.  However, we easily filled up 4 trailer loads. He has been taking one trailer load each week he comes and does the neighborhood - since this is more than the original request, we are trying to be rather patient.  Hopefully it is done this week!

I would like to request that the board consider having the limbs trimmed that are hanging over into the roadway. We did this only at the front entrance several years ago and they have now grown back into the roadway as well as several trees that belong to individuals. It makes it almost impossible to pull a boat through our streets without damaging the top of the boat as well as causing severe damage to the rubber roof of a camper. On lake breeze behind Joey and Sara Rushing's house the limbs are so low that they hit the top of my pickup truck, these trees are on common ground as well as the trees at both entrances. Any help would be greatly appreciated. I also wonder since the streets are owned by the county if there is some county ordnance covering this and if the county might be responsible. However if the county is responsible they may cut the tree down opposed to trimming it. Eugene Boling

Apologies to all of our neighbors regarding this mix up!  I will take 100% responsibility for this unfortunate situation.  It appears there was a misunderstanding between who was going to handle the decorating.  By the time it was brought up and discussed, I felt it was so late and not worth the energy and stress of putting up.  Sorry if this affected anyone's holiday season but hopefully the spirit of Christmas continued in your home.  The board has acknowledged the error and has taken steps to see this does not happen in future.  

 

 Also on another note... I was delayed in getting November and December's paper copies of Minutes and Newsletters out, I take full responsibility for this also. This has been an incredibly busy holiday season for me and for sanity sake, some things get pushed aside!  My apologies!

Thanks to all who participated in the Chili/Soup/Chowder Cook Off event for the American Cancer Society! We raised $207 which is not too bad for a day of inclement weather. We had 11 entries and a decent amount of people tasting our creations. Michele Silvey took home First Place for Chili and First Place for Soup; Casey Humphrey took home Second place for Chili and Sheena McKeon took home Second place for Soup. Christina Sergi and Jen Hollenbeck had the BEST presentation--wish there was a prize for that! We had a GREAT time and will hopefully do this event again in the Spring--hope for better weather!

Thank you!  This was a conversation at our board meeting Monday. We are talking with our Grounds committee and requesting a quote to add the dry storage and overflow parking areas to our landscapers.  Hopefully this will be a reasonable charge and one we can afford.  FOr right now the area that an item is in is the responsibility of the person whose item is there.  This is how it has been for years as far as we know.  AN update will be given as soon as possible!

I am a member of the Lake Murray Power Squadron whose mission is to promote safe boating. I have arranged for a certified Vessel Safety inspector to be at our marina on Wednesday about 6 pm to conduct complementary Vessel Safety inspirations of residents boats. If your boat meets the requirements of the Coast Guard and DNR you will be awarded a decal to display on your boat. Significant fines can be incurred if a DNR officer boards your boat and finds that you are not in compliance with Vessel Safety requirements. If they see the decal they will not normally conduct an inspection. I encourage boaters to take advantage of this opportunity. I will be in white Club Car golf cart with 2 American flags on the back.

We are wondering if there is any way possible to obtain a "Slow, No Wake!" sign to put at the end of the last dock in the marina area as unfortunately there are boaters who come into the area at high speeds creating a dangerous environment for swimmers and also wreaks havoc on the docks which could at some point raise our dock rates as more maintenance will be required. We have contacted DNR to see if we could get a "no wake" buoy put back out in the cove but they said to contact our representative. We are working on this but it has not been resolved as of yet. Do you think we could put a little note in the newsletter? Most of our Cedar Cove neighbors are considerate and use common sense coming into the marina--Most who are the problem are visitors who aren't as experienced and "Looky-loos" so if we had a sign and/or the buoy, the issue could be remedied. I know it is late in the season but a lot of our neighbors will probably agree that we need something to slow people down in our cove. I would be happy to purchase a sign if we are allowed to put one up. Thanks!

The overflow parking area is looking better since most cars are there for a short time. Thank you for reminding the neighborhood about what the "overflow parking" is for. I appreciate those neighbors that have followed the covenants for this parking area.
Unfortunately, there are still two cars that have been parked there (and not moved) for nine months or more. They are a Toyota and a Subaru. Do these owners even live in Cedar Cove??

What committee is in control of the Overflow Parking lot? Someone from the Board needs to go by this lot quite often. If you do go by, you will see the two cars that have been sitting there for at least 9 months and/or longer. You can certainly tell which ones they are because the grass is up to their bumpers. If we are going to allow these cars to stay there, then we should at least keep the overflow parking area mowed or maybe we should blacktop it so it doesn't look so bad. It certainly doesn't help the look of the neighborhood by not being kept up.
I really appreciate those neighbors that use this lot for short periods of time and adhere to the rules that were set up by the Board.

8/15 Response From Lori Powers 'Thank you Jane.  We actually do not have a subcommittee for the Short Term Parking area but we would love it if you would like to volunteer to head that committee.  Please let us know how we can help you with this project. 

 

3 Guys does maintain the area but I do not believe they can mow due to the gravel.  We do have additional weed killer if you or one of your committee members would like to use to treat the area.  

 

Please remember that there is one of the cars housed in overflow that belongs to our neighbor that is serving overseas currently, and has been for several months.  Just as we outlined the published "expectations" of that area, we also asked that we continue to be neighborly and understand some families have different needs.  Please find it in our hearts to understand these families' needs as we might not know the full circumstance.  Just as one family has the head of their household serving our country overseas, we are not sure of the other family!   Thank you!

Dry Storage.

The last board had changed the dry storage so that residents could have one reserved spot and the other spot is first come first serve. I am one of few that maintains their spot in dry storage and continue to have people put their trailers in my spot or another one near me that has cones and is an obviously well used spot. Most of the time it happens within 24 hours of a trailer being moved to take a weekend trip or an outing.

All I am asking for is a little respect for those of us that do maintain our spot and keep the grass away and keep the fence line cleared up.

If it looks like it is being used, it probably is. I am happy to help people find spots or back into a spot if they aren't good with a trailer.

Grounds:
We used the tennis court last weekend. It does not appear to have been maintained ( blowing off debris, etc ) for some time. I thought the board reported last year when it was completed that it would be added to the grounds keeping service. Is that correct or is that an HOA ongoing grounds item? One way or the other it should be maintained.
Also, the retaining fence outside the court that was put up by the developer when they were doing excavation is still there and falling apart. Was the developer to remove or is that left to us?

Even though there are signs posted, there are individuals who do not pick up after their dogs. This is especially true in the boulevard in front of the neighborhood. Will the board consider additional signs and/or bag stations in prominent areas? I see offenders on a daily basis and have even offered one of the offenders a bag so she could clean up. The offer was refused.

The sad truth is even if we post more signs and provide the materials, the same offenders will still offend.  Unfortunately, we have people that are not concerned with the health and safety of our neighbors, only their own convenience.

As I recently read Ron Mims' post, two things struck me. First of all, I agree with him that an anonymous letter left in a neighbor's mailbox is truly a cowardly way to voice a concern. We live in a tight-knit community here in Cedar Cove and each of us should challenge ourselves to speak to each other in a respectful and neighborly manner whenever we have a concern about any issue. You'd be surprised how often this approach gets very favorable results. The other thing that caught my attention was that many folks in our neighborhood are not aware of (or perhaps may have forgotten) that years ago when we voted and approved the funds to build that parking area, we clearly posted signage saying "Short-Term Overflow Parking." We wanted to create a convenient and relatively secure area for folks to park vehicles while entertaining guests at their homes and extended family from out of town, etc. whenever they come to visit and so forth. Our concern at that time was the potential by-product that some folks would choose to ignore the "short-term" part of this and rather park their extra vehicles there for extended periods of time. This was clearly NOT our intentions for creating the Short-Term Overflow Parking area. By-laws were created to reflect the proper usage of this newly created parking area. They read as follows: "No vehicles of any kind may be stored or parked in the overflow parking area for any purpose other than overflow daytime / overnight parking. All vehicles owned by Lot Owners shall be parked and stored in driveways or garages."
To Lori's point in her previous post:
"If you are parking in overflow ask yourself if you are handling this neighborly? Are you taking advantage of the situation by storing multiple vehicles, are you parking your vehicle for extended amounts of time?"
I am hopeful that as we move forward we all can continue to use the parking area as it was originally intended, and that if we have more long-term needs for our vehicles that we will find other solutions out of respect for our neighbors and our by-laws.

This message is to the Coward who sent me a letter without a signature, about my car being in the overflow parking lot.  If I am doing something to offend you, you obviously know my telephone number adb address.  You are welcome to stop by and discuss your grievance.  Let's discuss the letter you sent me. First of all, there have been quite a few vehicles parked in the overflow lot longer than mine. My main issue is you are telling me that I have many vehiclesparked in my yard when indeed they are in my driveway. Apparently you can not tell the difference in a yard and a driveway.  It is none of your business how many carsI have. I can get very technical with you, as there are Cedar Cove By Laws that state that no cars or boats shall be parked in the street or in yeards at anytime in this subdivision. So don't oick on me, when indeed there are other actual violations in the neighborhood.  Also there is no by law stating how many vehicles or how long a vehicle can stay in the overflow parking lot.  If this is a pressing matter to you, may I suggest you get a real estate agent who can help you relocate.

I joined a friend of mine to fish on lake murray this evening, and while we were there on the docks we were treated very well and met some nice people from your community. A gentlemen drove by and informed us in a nice tone that this was actually private property and only members could use the docks. That was fine by us and we got up and immediatly began gathering our fishing gear. Not 2 minutes later another man came down the dock and began cursing at us and threatening us and blocking the dock not allowing us to leave. He threatened a young lady and was trying to pick a fight. I was very surprised at this, considering how nice everyone else had been and that there were no signs saying this was private property, but we didnt mind and were leaving anyway. This gentleman who drove a golf cart with blue lights under it, cursed and threatened us for almost 5 minutes, even pushing me out of the way to get in my friends face. The two other gentlmen with him from your community let this happen, when we were obviously trying to get off the dock.

I am sorry this occurred but I am unsure why you would want the board to contact you! Our neighbors are residents of the neighborhood but act on their own accord. I am disappointed in hearing that we have a neighbor that would act this way but will not be addressing this with anyone in particular, that is not our place as the board. Our stand is and has always been to kindly ask those that we are unsure of residency, "If they live here or are guests of someone that lives here?"

 

Recently we have had a large number of non-residents enjoying the amenities that we as Cedar Cove homeowners pay for. We pay to install, maintain and insure these areas and it is heartbreaking when we see others abuse this. Not saying that you specifically abused the property but in past this has been an issue. As far as I am aware the property has several signs stating that these premises are for Cedar Cove Residents and guests. Specifically the marina area. I apologize if those signs were not readily in view for you this day! I will look into making sure the signs are in place.

 

Good luck to you and sorry this situation has occurred leaving you with a bad taste of Cedar Cove.

There are two concerns I have.
As of May 31st, someone helped themselves to our lantern that was out in front of our house under the tree near the street. It has been there for a year but now it is gone. It would be nice if that someone would return it (however, I believe that is not possible) as it was a gift and very special to us. Just want the neighborhood to be aware that someone is taking items from the yards.

My other concern is the "short term parking lot" which I have brought to the attention of the board previously. It seems like several homeowners in our neighborhood do not know what short term means. Maybe the Board needs to clarify this. There have been two SUV's (one in not good shape) that have been there for MONTHS. I believe these people do have driveways to put them in but either have too many cars or just don't want them in their driveways. This past weekend it was certainly packed with cars and not all of them were guests.
After the work day, the weeds have been better taken care of; however, when this "short-term parking area" was set up, it was not for HOMEOWNERS to park there unwanted cars or extra cars for as many months or years that they would like.

I am so sorry to hear about your lantern Jane.  It is upsetting to know that our belongings are not safe on our own property.  I pray it is returned.  

 

As far as overflow parking we have discussed this multiple times.  I will share the overflow procedures with our neighbors again via the monthly minutes.  This is what will be sent: 

  • Overflow parking.  Per the Covenants for our Neighborhood overflow parking it specifically states: “No vehicles of any kind may be stored or parked in the overflow parking area for any purpose other than overflow daytime / overnight parking. All vehicles owned by Lot Owners shall be parked and stored in driveways or garages.”

    • However, we would like to remind us all, the reason we love Cedar Cove is our neighborly way we support each other. Let’s see if we can solve this situation with common everyday respect for each other without asking the board to step in and “order” a situation to be dealt with.

      • If you are parking in overflow ask yourself if you are handling this neighborly?  Are you taking advantage of the situation by storing multiple vehicles, are you parking your vehicle for extended amounts of time?

      • If you are bothered by the cars being there, ask yourself, are you being neighborly?  Is any damage being done, is there room available when people need it for a special event? Can we extend courtesy to our neighbors for a little longer?

And with the fire we had recently, I can just image the problem if these things were to catch on fire. Plus it is a wonderful hiding place for snakes. Are there any plans to get rid of the leaves?

Thank you Ruth for contacting us.  At this time the large common ground areas are maintained as they should be.  Large areas such as by the lake and by the play area have natural areas and are left to be natural.  This includes leaves that fall and will naturally decay.  We did have our clean up crew handle the over abundance of leaves recently by request but on a weekly basis that natural area is not continuously blown or raked to remove the leaves.  Based on your request we can possibly add this to our work day projects but this area was not on the schedule to be maintained this work day.

The landscaped area by the clubhouse was on fire about 2:30 AM on Monday 4/27.  Luckily our paper delivery man saw the fire and reported it! 

 

It appears a fire also occurred in one of our neighboring communities.  Richland County has been contacted and a case number has been given.  Please contact Lori or another board member if you have any questions.  

 

At this time we have no other information to share.

From Lori: Super question, as per the annual community vote for projects.. The Rec area will be refurbished to consist of a volleyball court, basketbell court, some benches and/or tables.  Possible projects pending funding would be a split rail fence (like overflow) to protect children from running in streets and to keep golf carts off the area. And a covered shelter, but this quote was rather higher than we were planning so that is possibly for another year!  

 

We will be doing work on this during the Cedar Cove Work Day on April 25th , we would love some assistance!

The land that is being discussed is the common area behind the houses on Willowood Pkwy and the new subdivision Edenbrook.  The land would be sold ONLY to the homeowner directly adjacent to the land.  All those homeowners that are involved have been spoken to directly from Ronnie Goebel in 2013/2014.  

 

I do not believe 620 WW involves any of this property, but I will forward to Ronnie Goebel for confirmation.  At this time there has been an approval from the neighborhood to research the possibility but due to county regulations the project appears to be at a stand still.  As we get more information we will share it !

Nancy Boling had come to talk to me regarding water run off and the effects it is having on many neighbors.   I personally do not feel this should be an HOA issue over a county issue, but I am not certain.

So,  I did contact the county regarding the issue and will continue to represent us accordingly if the board agrees.  

 

I will be adding this topic to our next Board Meeting to discuss.   After the county weighs in, I may continue to contact the developer next door.  However, the past board has done this and had good response from developers but the issue continues. 

 

In years past there was a ditch dug on the common area and that may be a valid solution for our Grounds Committee to look into but first let's make sure this would have to be our expense.  I will continue to update you all when I receive responses and I will add all this communication on the webpage.

 

Any neighbor with a question or concern is invited to the  March meeting on the 9th. 

 

It is also suggested that they contact the Ombudsman directly at ombudsman@rcgov.us

Hello,

 

I am representing the Cedar Cove Homeowners Association regarding a concern with excess ground water runoff.  We have a large number of houses that have had water issues but in recent months the homeowners have been experiencing many more issues.

 

Homeowners have dealt with many inconveniences and hazards including one family losing their HVAC system due to a recent flood. 

 

As the HOA President residents are contacting me and asking if there is anything that the HOA can do regarding this.  The past board has had good relations with the developers of the NEW neighboring subdivision, but this has been to no avail. 

 

Since the new Edenbrook subdivision has been built we have seen an increase in water runoff, had damaged personal property, our neighborhood pond has been affected negatively and all this despite Edenbrook's efforts to hydro-seed, install barriers, lay mulch and several other actions. 

 

My question to you is where do I go from here?  There seems to be an issue with the engineering or development design.  As a layman, I am not certain of the specifics but I would appreciate if we had the county take a look at this and instruct us of possibilities. 

 

In years past our neighbors had dug a large ditch to help with run off, this has  deteriorated over the years but with the new development this ditch has dissappeared.  We are not sure if a ditch or drainage system would be a correct answer here nor should it be Cedar Cove's financial responsibility.

I received confirmation April 1st, that the issue has been forwarded on to Mr Will Simons with New Development division within the county.  The problem is being investigated. Thank you to all for being patient while we wait for these issues to be looked at.

We have also communicated with LandTech and have been told that they are meeting with Enigineers and Homebuilders to correct the issue. 

 

A quote was given to the HOA by Dailey Pride, LLC for $3300.00 to excavate a new ditch adn remedy the existing ditch to help with the water issue.  This is all being considered by the HOA. Please understand we want time to hear what the county and engineers have to say.  If, as homeowners affected have said, this is all due to the Edenbrook subdivision, it is hard to see Cedar Cove HOA carrying the whole financial burden of correcting the situation.

 

I will continue to keep you all updated as we receive more information!

Board report 4/2/2015

 

Board meeting called to discuss drainage issues Thursday , April 2nd  

 

Present: Bonnie Mathias, Lori Powers, Christina Sergi, and Jenn Holla

 

Proposal from neighbors to excavate common area property between Willowood Pkwy and Edenbrook.  Area will be excavated 500' on the right and left sides of the existing drainage pipe that leads to the pond.  

 

Land Tech agrees to pay 50% of the expense to have Dailey Pride LLC handle the grading and removal of trees and bushes affected in the area. 

 

Board approves the $3300.00 quote to have work completed with LandTech paying 50%.  The benefits of this work are triple fold: 

 

  • many neighbors will get relief from drainage issues

  • many trees that need/ will need to be removed due to danger to adjacent property will be removed during this process

  • the grading will provide a cleaner run off situation which should filter that cla water before hitting the pond.

I reserved the clubhouse last evening to play some pool with neighbors.

Found 3 of 4 pool cues with broken tips, cue rack was never mounted, the pool bridge was broken, the 15 ball rack was missing and overhead light(s) not replaced. 

 

I know that the table has been used numerous times since I emailed last fall. There doesn't seem to be any oversight included with the clubhouse checksheet or SOP governing the use. Please see earlier email below. I am glad that the there are only minor issues that need attention.

 

I am willing to address the items listed above with board approval. There is money budgeted for clubhouse maintenance. It is an expensive table donated by one of our homeowners who chose to forego selling it so that community would be able to enjoy it. This is a great asset for the clubhouse and the community and I believe it should be maintained.

 

Request to take action to address the needs listed.

The rack will be hung by end of week 2/20 and current cue sticks and balls will be replaced/repaired by HOA. 

 

The following statement has been added to the Clubhouse SOP and the pooltable will be added to the reservation checklist.

 

The pool table is available for CCHA members to use along with balls and rack.  Cue Sticks will be maintained by CCHA until no longer usable. At that point CCHA members will need to provide their own cue sticks.

The sale of common property proposal was not updated to the association during the annual meeting. You might already be planning to include something in with the annual meeting minutes, but if not I am requesting that an addend be included that gives the association membership an update as to the approved 2014 proposal to sell common property to homeowners.

There really wasn't much information given the membership during the year. Request that a detailed summary of the association efforts last year which includes:

 

  • what has transpired with the county through the year

  • who has been our point of contact(s) at the county 

  • what legal help was used in our efforts,

  • who is our legal representation with regards to our efforts

  • what legal fees if any were incurred to date

  • what we know as of the end of the year as to the resolution of the proposal
